Even in the first GTA VI trailer there were a lot of shots from the POV of a police officer. Again, in trailer 2 there are a lot of police cutscenes that Jason and Lucia are no part of. So why do they exist?
My best guess is that it's this dude here, as he looks pretty badass and the scene seems to be subtly focusing on him. It would also make a lot of sense for R* to invest in a cop character for assets they could later reuse for GTA Online.
There is the Jason is an undercover police officer theory but the crimes he's committing far exceed what any undercover officer would do. Why would he being going on presumably giant heists with Raul Bautista killing dozens of police officers? Is this MW2? So I don't think that holds water.
